I can't seem to use VIM, how can I manually assign an IP address through terminal?

You can use vim.tiny
 
Open the following file:
sudo vim.tiny /etc/network/interfaces
 
You want it to look similar to this (changing the IP addresses to match your network):
 
auto eth0
iface eth0 inet static
address 192.168.1.100
netmask 255.255.255.0
network 192.168.1.0
broadcast 192.168.1.255
gateway 192.168.1.1
 
When do, save the file by :wq and restart networking or reboot the appliance.
