Yes, many sites can use the non-javascript version of OCC.
To get the non-javascript version of your code:
1. Login to your Account Dashboard and navigate to Setup-->Generate HTML.
You will see a Chat Requests Only (JavaScript Disabled) box. Copy this code for sites that lack javascript support.
The limitations to this is that you will not be able to monitor real time the traffic; however, the status of online/offline will be available and your visitors will still be able to request a chat with you.
If this still doesn't work, try the Direct Link - Chat Requests Only code type. In addition to the above limitations, this code will not display your online/offline status.
