Do I have to have a department and an operator to begin chatting?

Yes, you must have both one department and one operator minimum setup and active to correctly generate the HTML and allow users to chat through your site.  The easiest way to set this up is to use the Setup Wizard under the Setup tab after you login to your account dashboard.
