First, ensure you have Premium Version purchased and active (not expired). Check this by viewing the Account tab in your Account Dashboard.
Next, ensure Custom Banners are enabled by visiting Setup --> Settings --> Global Account Settings
Here, ensure the checkbox Enable Custom Banners is checked.
If both of the above are correct, try uploading your GIF image again, but take care to not check the "Auto Resize" box for the image. This will resize the image and remove the animation portion of the image.
