First, log into your admin console.
Proceed to Setup-->Messages
There you will see a box/link called Timed Chat Invitation Pop-up, expand this.
Click the green (+)Add Invitation Popup button
Select the departments/websites which will utilize this setting.
Enter the Invitation, enter the FROM field (i.e. Customer Service)
Enter how many seconds of idle until the message appears.
Check the Enabled Checkbox to enable this as the Timed Invitation.
Click Add Timed Chat Invitation.
